Envisioning the digital connectivity strategy for a new development.

This case study explores how Re:Evolve supported a Welsh housing association to design a future‑ready digital connectivity strategy for the regeneration of Penrhys — creating a blueprint for digitally enabled, inclusive and resilient communities.

Situation: A progressive housing association in South Wales wanted to explore how digital connectivity could enhance a major redevelopment site, improving both the homes and wider community wellbeing. Their ambition was to understand what was possible in creating a digitally empowered neighbourhood of the future.

Task: Re:Evolve was commissioned to research, review and recommend digital connectivity options for the redevelopment, including infrastructure choices, smart‑community technologies and resident‑focused digital services.

Actions: Re:Evolve delivered a strategic report combining:

  • Best‑practice case studies from leading UK and international digital‑first neighbourhoods.

  • Optioneering analysis comparing connectivity models, smart‑home technologies, and digital inclusion pathways.

  • Clear, phased recommendations covering implementation, investment, partnerships and governance.

Impact: The strategy provided a clear roadmap for delivering a digitally connected development, helping the housing association make informed, future‑proof investment decisions. It positioned the redevelopment as an exemplar of digital inclusion, community resilience and connected placemaking in Wales.

Replicability: The approach is highly transferable. Any housing organisation undertaking regeneration, new‑build development or community‑centred digital programmes can adopt the same model. It scales easily across urban, rural and mixed‑tenure settings, supporting housing associations, local authorities and place‑based partnerships.

Organisation Upskills for Net Zero Delivery

This case study highlights how we’ve strengthened organisational capability and behaviour‑led readiness for Net Zero delivery, supporting public‑sector and consultancy teams to shift from ambition to action.

Situation: The consultancy and its public‑sector clients faced a growing gap between Net Zero ambitions and the organisational capability needed to deliver them. Technical solutions were advancing quickly, but behaviour change, culture and internal processes lagged behind.

Task: Re:Evolve supported a Knowledge Transfer Partnership (KTP) aimed at building internal capability, behaviour change readiness and organisational alignment for Net Zero — going beyond purely technical approaches.

Actions: Re:Evolve contributed applied innovation expertise to co‑develop:

  • Behaviour‑led learning frameworks tailored to Net Zero delivery.

  • Tools and approaches that embed systems thinking and leadership engagement.

  • Practical delivery models translating academic insight into real‑world application across teams.

Impact: The work increased internal confidence, consistency and effectiveness across Net Zero programmes. It strengthened the organisation’s ability to support local authorities and public‑sector partners through complex climate transitions, ensuring culture and behaviour were embedded at the heart of delivery.

Replicability: The behaviour‑led capability model is easily replicable across professional services, local authorities and wider public‑sector organisations delivering Net Zero, sustainability or climate‑transition programmes. It provides a scalable, adaptable approach to aligning people, culture and strategy.
